The letter comes as the Pentagon proposes a legislative fix that would give the secretary of Defense the authority to assist in response to domestic disasters and, consequently, control over units stationed in an affected state.

"We are concerned that the legislative proposal you discuss in your letter would invite confusion on critical command and control issues, complicate interagency planning, establish stove-piped response efforts, and interfere with governors’ constitutional responsibilities to ensure the safety and security of their citizens," Douglas and Manchin wrote to Paul Stockton, assistant secretary of Defense for Homeland Defense and America's Security Affairs.

"One of the key lessons learned from the response to the terrorist attacks of Sept. 11, 2001, and to Hurricanes Katrina and Rita in 2005 was the need for clear chains of command to avoid duplication of effort and to ensure the most effective use of response resources," the governors wrote.

Though the Pentagon has said the legislative fix would increase the number of Defense Department personnel available to respond to disasters, Douglas and Manchin expressed skepticism, arguing that current law already allows the Pentagon to order personnel to key areas inside the U.S.

A similar fix was removed from the Defense Department appropriation measure in conference committee for fiscal 2009.

A Pentagon spokesman did not immediately return a phone call seeking comment.

The comic will run for six months, October through March. The graphic novel will come out shortly after that.

Station 4, what is that? What were Stations 1-3? If we assume Station 1 was season one, Station 2 was season two and Station 3 is the comic (season three); then Station 4 could be season 4. What form would season 4 take: another comic miniseries, a novel, a movie or... a TV series? This could be just wishful thinking and Station 4 is entirely something else.

Ichthus posts - I think the producers were planning on each season to be a different chapter of the story. The first season was the attack and aftermath, the second season was the rise of the Allied States and the third season was the civil war. Since the comlink1 site with the countdown clock reference the "Reconsolidation Emergency Powers Act", season four may be about reconsolidated the country after the civil war. Somehow I don't think this is going to be a happy time. Under the countdown clock it says "Station 4 sanitation commences". What are they going to "sanitize" and who are they?

Ichthus responds - 205,080,118 people dead up to the civil war. That leaves a population of about 102,000,000 people. I'm thinking J&R's plan to rule the country wasn't the great investment they thought it would be.

I'm assuming Station 4 is some kind of post civil war operation. I think the phrase "Station 4 sanitation comences" could refer to a clean up operation or perhaps... a doomsday device. One that is set up by the losing side. Someone may be playing for keeps.

Redsox speculates:  I wonder is REPA on comlink page is related to Regional Economic Partnership Agreements or REPAs as they are caleld. These are regional trade agreements, right now the EU is trying to update several with Carribean natiosn. Would they need something similiar with ASA, Texas and Fed govt in East all looking for trading partners throughout the world?

Gwen speculates: The saddlebag with a new American symbol could be a reference to "The Postman" movie.

I just watched that movie yesterday and it takes place in a post-apocalyptic society and the restarting of the post office helps to bring back America.

The postman did ride a horse and had saddlebags with mail.

Ichthus states: The "writing" on the saddle bag looks different than the "writing" on the truck. I wish we could get a better look at these logos. Perhaps each logo is part of a message.

I copied the picture to my photo bucket so here's what we have today.

Appears to be a building with a similar emblem.

The letters on the door appear to be Q A R.



I enlarged the emblem however the resolution is not high enough for the picture to be clear when enlarged. I did some work to clean it up but it didn't help much.



We are getting a new picture every few days and the one common element in all of them so far is the emblem.

I will try and save as many as I can to my photobucket.

Excerpts from speech which was later released in the East. The speaker's voice has been disguised - was posted on You Tube.

The voice is really hard to hear, so if anyone has the time to write down the text that would be appreciated.

K6FEJ: The voice is difficult to understand but I believe it mentioned the defeat of Cheyenne.

NorsU: Not sure of what to make of this - appears speaking of American Civil War - Govt exiled commenting?

K6FEJ: Listening again it also speaks of prisoners being released from Loomer Ridge.  The audio needs to be cleaned up.

October 18th:

Gwen and Robert are working on cleaning up the sound file from yesterday's video.

Ichthus: It would appear that Cheyenne and the ASA has fallen. However, the western States appears not ready to reconsolidate the country. They "want to be left alone". I did hear mention of a Confederation of Western States. Does this mean a new country from the ashes of the ASA or the Western States have banded together to dictate terms for reconsolidation?

NorsU: There was also mention of American Holocost. My listen it sounds like the West or speaker fought and took down ASA in Montana Have to listen again but thought a China reference in there as well.

Ichthus: The "American Holocaust" may be a reference to the September Attacks or to the Second Civil War.

EDIT: Duh! "American Holocaust" is more likely a reference to the treatment of Native Americans, comparing it to Hitler's treatment of Jews. I thought of this when I was listening to the speech again. It was mentioned in a portion talking about reunifying the goverment that led to it.

Gwen posted: Okay, we unscrambled it, converted it and tryed to manipulate it and the sound quality is worse than before. All three of us - me, Robert and Sean worked on it and now all three  have headaches.

As for me - I'm angry about this!

I have no idea who is giving us these hints - but to give it to us in such a frustrating format after all the work we've done to promote Jericho is insane and absolutely no longer any fun!

When I posted the link on facebook - someone swore at me for posting it. The person said f**k you tell them to just make the movie and stop giving us jiberish and I totally agree with that statement.

Sorry for the rant, but I won't be posting any more jiberish videos.  I will continue with the game thread as much as I'm able to without hurting everyone's ears.

Ichthus calmly posted: I don't mind cryptic message particularly if there is a big payoff. I love mysteries and I love to speculate. However, this last message is difficult to make out because of the distortion. We aren't able to make out what is being said; thus, we aren't able to study it for any clues it might have. Plus the last few pictures with the logo are leading us nowhere. If there are any clues in the logos they are lost due to the poor resolution. This leads to frustration and frustration is not fun! Frustration will lead to disintrest which is the last thing we need. The parties involved with this needs to get this back on track or it will cause more harm than good.
