I can't for the life of me figure this one out. I can find no ciphers that have both numbers and letters in them. Except Hexidecimal, but Hexidecimal contains no letters but A-F. It can't be him coding some of it in Number to Letter, as there is that 2002.

The four were, I believe, shot down in seperate instances in the same area that Campbellsburg is in. Go back to the Black Moon Rose video and look closely at the map

I don't know much about cyphers, but why does the numbers (or letters) have to mean anything? Maybe one or the other is just garbage to confuse us OR maybe there are two different codes entertwined here?

Okay, added to what we've been pulling together we know that the area around Madison, Indiana has been a hotbed of activity and we know that Reaper is in Frankfort, Ky.
Question is why? Why is this area so important?
I think its got something to do with the planes that were shot down. Either these generals were murdered because of who they were or they stumbled into an area that they didn't know was dangerous. In other words, Reaper and the OAR and, I suppose the Tribunal, were operating outside of U.S. government sanction.
I think there was a coup by a socialist element within the government--at least that's what I got from re-reading the OAR manual. (Man, kinda sounds familiar doesn't it?)
Any thoughts on this?

I am beginning to re-think what I just wrote. I remember that either S4 or somebody wrote "Murderers" on comlink1 (see UHD post #245) so I think maybe the generals were murdered to get them out of the way. I think they were shot down using Chinese missiles and that is one of things that we were supposed to find out.

I think you are right by half.
We know that in April there is to be a meeting with the world powers that would l legitimize the Tribunal and the OAR. We also know that Station 4 sanitation was to occur at the end of the countdown timer (see post #74)
Post # 138 said that they killed the President
Post # 141 asked the question who killed the President and which one?

I think the OAR killed Charles...or tried! Remember the Campbellsburg video? They were seeking help for a severely wounded man. It was a matter of National Security.
I think Charles IS STILL ALIVE AND BEING HELD IN A SAFE LOCATION THAT IS BECOMING INCREASINGLY UNSAFE! That is why Reaper is there, that is why the militia has been ordered in (although I doubt if they know why). and that is why all the secrecy and subterfuge. Agents might be trying to outfox other agents as they all look for the one man that can destroy the Tribunal and show the OAR for what it really is:
A socialist takeover with the covert aid of the Chinese (who might be calling in their stake in all the American debt!)

Whatever the reason, I believe the fourth man is President Charles who is still alive!

Question is: if I'm right what do we do now?

Perhaps the undecoded message has the clue to President Charles' location. Unfortunately I still haven't had much time to work on it.

Of course there is the timing of Alexia's clue. It was posted after I mentioned a hint would be nice after my attempt at decoding the message. Could it be related to that and not Charles' whereabouts? Although, I don't see how "home of the hart" would help there

Besides, given the circumstances of a 2nd Civil War, lack of TV and radio, and a reduced population plus a totalitarian regime, I think they probably could put him anywhere they want and the population probably wouldn't be able to recognize him if they saw him.
But, given the parameters of this ARG so far, I think we may be making this harder than it needs to be. I don't have any answers yet, but I'm thinking there are some clues out there we may have missed and the Hart thing ties into that missing piece or pieces. We have been looking for web sites but have we been revisiting some of the posting places like Syfy or other Jericho related forums? May be there are clues there--I know--I haven't been looking either. In fact I just thought of that as I was writing this but I am going to start looking in some of those places. Also, we might see if there are any new facebook places using the names of familiar characters as this game seems to use them a lot.
Just my thoughts here, folks.

Oh also, could Hart be a family name? I know it's a deer but I don't see what that would have to do with the game.
