The national TV industry has come to a near halt this week due to a major SNAFU in one of Nielsen's core audience measurement systems. While data processing glitches are not unusual, the scope of this one, which caused serious delays affecting most of its national TV ratings this week, and especially its source - the system it uses to collect data for its TV ratings meters - is causing some havoc and raising new concerns about the security of Nielsen's national TV audience measurement system.

In a surprise move, Sunbeam Television Corp., owner of Miami Fox TV station affiliate WSVN, Thursday filed suite in a federal court charging Nielsen Co. violated federal and state of Florida antitrust laws, as well as unfair trade practices. The suit, which seeks both monetary damages, as well as an injunction against Nielsen's new local people meter system in the Miami marketplace, alleges Nielsen has used monopoly position in the TV ratings business to thwart competition, and has introduced a new, faulty ratings method in the market that is costing WSVN millions of dollars in lost advertising revenues.

Some of the TV research industry's biggest competitors met Thursday in the offices of Nielsen Co.'s New York headquarters and agreed to share data and insights as part of an ad hoc group hoping to answer some key questions surrounding the value and utility of audience data generated by television set-top devices. The competitors, which included Nielsen, comScore, Rentrak, TiVo, and TNS Media Research, each pledged data, insights, and technical support to the initiative, which Havas media unit MPG organized as part of its ongoing series of "Collaborative Alliance" meetings.
